Minimum deterrence and missile defenses: what's new,what's true,what's arguable

Minimum deterrence is a compromise, or halfway house, between nuclear abolition or nearly zero and assured destruction, the dominant paradigm for strategic nuclear arms control during and after the cold war. Minimum deterrence as applied to the current relationship between the United States and Russia would require downsizing the numbers of operationally deployed long-range nuclear weapons to 1000, or fewer, on each side. More drastic bilateral Russian–American reductions would require the cooperation of other nuclear weapons states in making proportional reductions in their own arsenals. In addition, US plans for European-based and global missile defenses cause considerable angst in Russia and threaten to derail the Obama “reset” in Russian–American relations, despite the uncertainties about current and plausible future performances of missile defense technologies.     

How Is a Man to Decide? Unjust Combatants,Duress and McMahan’s Killing in War

Jeff McMahan’s much-discussed work Killing in War is an important part of the revisionist school of just war studies. This paper avoids discussion of McMahan’s use of human rights and examines the practical consequences of his argument about duress on soldiers to fight an unjust war. These arguments are found to be wanting and to be impractical ones that do not fit battlefield realities. The importance of the Law of Armed Conflict and the legal equality of combatants that is part of it is emphasised and accepted as the most practical way of regulating battlefield behaviour and saving lives. It is concluded that attempts to tell soldiers what to do when they may be fighting an unjust war add to their burdens and are misplaced.     

Large deviation probabilities for order statistics

Asymptotic representations are found for the large deviation probabilities that the nα-th order statistic exceeds δ, where δ>α. The probabilities are first expressed in terms of the empirical distribution function, and then the 1960 theorem of Bahadur and Ranga Rao is applied. The result is then shown to be more precise than a logarithmic statement in a 1969 paper of Sievers dealing with the asymptotic relative efficiency of the sample median test.     

Reliability growth of repairable systems

This paper considers the problem of modeling the reliability of a repairable system or device that is experiencing reliability improvement. Such a situation arises when system failure modes are gradually being corrected by a test-fix-test-fix procedure, which may include design changes. A dynamic reliability model for this process is discussed and statistical techniques are derived for estimating the model parameters and for testing the goodness-of-fit to observed data. The reliability model analyzed was first proposed as a graphical technique known as Duane plots, but can also be viewed as a nonhomogeneous Poisson process with a particular mean value function.
